Where an Afton Oaks Dog Can Actually Go: Off-Leash, On-Leash, and Not at All

Afton Oaks is close to several well-known parks, and four different authorities set the dog rules at them. The City of Bellaire, the City of Houston, the Levy Park Conservancy and Harris County Precinct One each set what a dog may do on their ground. Taken together, their rules leave an Afton Oaks dog owner with a short list of places where the leash can come off and a longer list where the dog can't come at all.

The table below sorts the nearby options by what each one allows, using each operator's current published rules.

Bellaire Rewrote Its Dog Rule, and Evelyn's Park Still Says No

Evelyn's Park on Bellaire Boulevard is a big draw just south of here, with live music at Betsy's on Thursday and Friday evenings, yoga on the Great Lawn and a full October calendar. Dogs have long been left out of it. The Evelyn's Park Conservancy has explained that a City of Bellaire ordinance keeps dogs out of city parks, and that the upside is cleaner lawns for picnics and play.

That ordinance has since changed. On November 17, 2025, Bellaire City Council adopted Ordinance No. 25-107. It repealed the 2004 rule that said no dog or cat was allowed in any city park "whether under control of the owner or not," except in designated parts of Lafayette Park. The new Section 27-96 still bans the "walking of dogs" in all city parks and open spaces unless an event permit allows it. It does spell out three exceptions. Leashed dogs are allowed in Paseo Park and Vic Driscoll Park, and dogs may run off-leash inside the fenced Officer Lucy Dog Park in Lafayette Park.

The same ordinance sets park hours, and they differ by park. Paseo and Vic Driscoll are open 5 a.m. to 11 p.m. daily. Lafayette Park, Officer Lucy Dog Park included, closes earlier, at 9:30 p.m.

Evelyn's Park isn't on the exception list, so the event permit is the only way a dog gets in. In 2026 that happened once. On Sunday, March 29, Bark in the Park ran alongside the Bellaire Open Air Market from noon to 4 p.m. The park's own event page described it as the one day of the year dogs are welcome at Evelyn's Park. The Bellaire Open Air Halloween Market on Saturday, October 31, from noon to 4 p.m., is on the park's calendar. Its listing doesn't mention dogs.

Memorial Park Is Leash-Only, and Part of It Is Under Construction

North across the Loop, the rule is simpler and stricter. The Memorial Park Conservancy notes that under City of Houston ordinance, dogs must stay leashed at all times, and that they are not allowed on the Roy H. Cullen Timing Track. Leashed dogs are welcome on the Seymour Lieberman Trail, a 3-mile loop for pedestrians only, with benches and water fountains along the way. At the Clay Family Eastern Glades, leashed dogs can use the accessible paths but can't go into Hines Lake or any other water feature in the park.

The trail is also changing. Construction on Memorial Groves started in spring 2026 and is scheduled to finish in late 2027. The plan moves about 0.7 mile, roughly 3,600 feet, of the Seymour Lieberman Trail farther from West Memorial Loop Drive. New trees will go in between the trail and the road, and new grassy areas and fitness stations will run along the route. Until 2027, the western part of the Outer Loop Trail stays closed for the work. That means a walk at Memorial Park is a leashed walk on a trail that is partly being rebuilt, through the end of next year.

Levy Park's Dog Runs Carry the Off-Leash Load

With Evelyn's closed to dogs and Memorial leash-only, Levy Park in Upper Kirby becomes the main off-leash option in this part of the Inner Loop. The Conservancy's dog run has separate areas for large and small dogs, turf-covered play mounds, shade trees, a water feature and a double-gated entrance.

Its rules are more detailed than most Houston dog parks post. Here are the ones that catch first-time visitors:

  • Dogs must be leashed coming into and leaving the park, and in the transition corridor. Each dog needs its own visible leash.
  • Each person may bring two licensed, vaccinated dogs at most.
  • Puppies under four months, and dogs of any age without their second set of shots, aren't allowed.
  • No food is allowed inside the dog park.
  • Children may enter only if they have a dog with them, and they may not pet or pick up other people's dogs.

The dog run's water feature is the only one a dog can use. Levy's general park rules keep dogs out of the park's main water feature. Levy's visit page doesn't list separate hours for the dog run. The City of Houston's general dog park rule is dawn to dusk, but the City also notes that Levy is managed by its Conservancy.

When Levy Is Busy, the Next Fenced Options

Just outside the Loop, the Danny Jackson Family Bark Park at 4828 1/2 Loop Central Drive covers 2.76 acres. It has separate off-leash areas for large and small dogs, a dog pond in each section, fountains, shaded seating and a wash area. Harris County Precinct One lists weekday hours of 5 a.m. to 10 p.m. Weekend hours weren't posted on the page we checked, so confirm them before a Saturday trip.

The City of Houston runs two more fenced options toward Montrose and Buffalo Bayou. Johnny Steele Dog Park at 2929 Allen Parkway has two acres, separate small- and large-dog areas, ponds, dog-wash stations and shade structures. Ervan Chew Dog Park at 4502 Dunlavy is smaller, with a fenced off-leash area of about 9,000 square feet. The Fall Calendar Runs Through Levy Park

Levy Park also hosts the season's main dog event near here. The 9th Annual Howl-o-ween Dog Parade and Costume Contest, presented by H-E-B, takes place Sunday, October 25. Costume contest registration is free, and this year adds dog-goods vendors for the first time. Here is the posted schedule:

  1. 2:00 p.m. Festival opens
  2. 2:30 p.m. Contestant check-in begins
  3. 3:30 p.m. Walk-up registration ends, with walk-ups accepted only if spots remain
  4. 4:00 p.m. Pup parade begins
  5. 6:00 p.m. Event ends

The Conservancy asks contestants to pre-register, since walk-up spots depend on how many are left.

The park's annual Holiday Festival follows on December 5 and 6, from 11 a.m. to 5 p.m., with free photos with Santa, a holiday market and a performance by River Oaks Dance. Gaspachos Mexican Bites, one of the concessions, serves treats for dogs. Parking is next to the park along Eastside Street and Wakeforest Avenue, with paid parking in the Kirby Grove garage at Richmond and Wakeforest.

Patios After the Walk

A March 2026 Houston dog-friendly guide from Adopt-a-Pet lists a few restaurants near here. It names Mia's Table at 3131 Argonne Street in Upper Kirby for its covered patio and Giacomo's Cibo e Vino at 3215 Westheimer Road as dog-friendly. The same guide calls Highland Village a dog-friendly place to stroll but notes that each business sets its own rules. Patio policies can change between seasons, so a quick call ahead is a good idea.
